Questions have been asked as to why a 71-year-old grandmother was left lying in the middle of the road for an hour and a half, in the bitter cold and pouring rain, after falling and breaking her femur.

Retired dairy farmer, Priscilla Stewart, fell into the junction near Fishguard's Transition Café on Friday, February 5.

"I called an ambulance straight away," said her daughter Kate. "We thought it would be there in ten or 20 minutes, there is a station just up the road in Fishguard."

Kate ended up having to phone the emergency services a total of three times. She made the third call at the request of the police who were worried about her mother's precarious position. The ambulance did not arrive for a further half hour, by which time Mrs Stewart was hypothermic.

Mrs Stewart, a WI and Riding for the Disabled stalwart, was full of praise for the members of the public who did their best to make her 90 minute wait, with no pain management, as comfortable as possible.

However she questioned why a first responder was not dispatched to the incident.

"I thought that's what they were there for," she said.

The family don't want other people to have a similar agonising experience.

"I absolutely do not want other people to go through the same thing," said Mrs Stewart. "It is outrageous. It could have been a child or someone with a heart attack."

"The whole incident was a very worrying symptom of the lack of funding for local public services," added Kate. "You don't realise how bad things are until something like this happens to someone close to you."

A spokesman for the Welsh Ambulance Service said the call was categorised as a green non-serious call. He said first responders were not tasked to the incident as it was "not an appropriate call" for them.

"We were very sorry to hear about the delay in attending this call and we fully appreciate that it must have been an anxious and distressing wait for this patient, particularly given the poor weather," he said.

"We're really sorry that our crews were not able to respond to the call more promptly and we are working hard to understand the reasons behind this particular delay and what we can do to improve our response times to calls of this type.

"In the meantime, we'd like to wish the patient our best wishes for her recovery."
